AIS Policy Issues
There are a number of policy issues associated with AIS that will affect ship operators. A personal point of view on each one of them is presented here. Readers are encouraged to express their point of view on these matters or on other issues not mentioned here.

VHF Channel 87B

The most important current (November 2003) AIS policy issue is MariTEL's plan to charge US Flagged ships a $375 registration fee and all ships regardless of their flag a $75 per year renewal fee.

I have filed the following position paper with the FCC under Proceeding RM-10821:

FCC should revoke MariTEL's VHF Channel 87B license

USCG AIS Policy Proposal

Late 2003, USCG requested input on its AIS Policy. In response I submitted the following:

Collision Avoidance Policy Proposal

Other AIS policy issues are highlighted below:

  1. AIS as a tool to extend Surveillance
  2. Automatic Frequency Assignment in AIS Standard
  3. AIS Enforcement
  4. Virtual AIS Carriage
  5. AIS Participation by non-SOLAS boats
  6. AIS and Pilots
  7. Conclusion
